Coast Guard, FBI Tension Threatens Sea-Based Response
Justice Watchdog Asserts Potentially Dangerous Reactions
POSTED: 9:17 am EDT April 4, 2006
WASHINGTON -- Squabbling between the Coast Guard and the FBI could lead to confused and potentially disastrous responses to terrorism incidents at sea, a government investigator said Monday.
Disagreements over the roles the two agencies should take in responding to a maritime terrorism threat or attack come as intelligence analysts continue to believe that al-Qaida and other terror groups are likely to launch attacks on ports, warships, cruise ships or ferries, said Justice Department Inspector General Glenn A. Fine.
The bickering came to a head in last year's weeklong anti-terrorism drill, TOPOFF 3, in which the Coast Guard said the FBI repeatedly blocked Coast Guard plans to try out a new team in a mock assault on a ferry off the coast of Connecticut, Fine said in a partially blacked-out, 103-page report. The FBI wanted to limit the assault to its elite Hostage Rescue Team. The Coast Guard ultimately changed the scenario to circumvent the FBI's role as the lead agency, Fine said. ..........

Would you publish it if you weren't really worried about another terrorist attack? Some times you have to wonder just what the hell is really going on?

Damn, nice to know we are making these things a priority and the wonderful dept of homeland security was created to COORDINATE different depts.

Hows that working out for them?

HI ROSE!

Lazy boots, I've had lately.

the most disturbing part is it all happened on the coast of my state.

i really personally am not worried about a terrorist attack. if it happens, i cannot stop it. how about those two air marshalls caught smuggling cocaine into the country? that makes ya feel all warm and tingly no?

instead of worrying about the hard working people from central and south american who are in this country without papers, i say let's WORRY ABOUT REAL TERRORISTS

I, too, am a bit more worried about the boobs that are supposed to protecting us than I am of any 'terrorists'.

Okay .. . true story time:

A guy I know was in the Coast Guard. In order to provide for all their retirements, they decided to load up a Coast Guard boat with drugs from the Carribean and bring it home to Boston Harbor.

Being tipped off, the FBI and the ATF were in harbor waiting for them when they arrived (this was several decades ago, so things were a bit looser). There was a struggle and some arrests and then a big coverup because of the image of the Military and the Vietnam War was going on . . . so the goods were confiscated, the sailers were all dishonorably discharged, and publicity was stifled.

Flash forward to the 80's, when my friend was captured aboard a ship smuggling arms to the IRA in Northern Ireland. There were again some jurisdiction issues and a battle between departments and some coverup. My friend is fine, the true smuggler is still in prison.

and life goes on.

graeme your first sentence hit the nail on the head. YOU GOT IT!

yes neil, i too am very worried about the 'enemy' we know

rick seems you know quite a diverse group of people! (caught smuggling guns and he's ok? mmmm)

rory-you said in a nicer way what graeme said (and it's NOT like you to say things in a nicer way than someone else.......)

In this country smuggling guns is almost an honorable crime. Don't get caught robbing a liquor store for $30 because you're going away. Don't get caught trespassing on the Mayor's property (or anyone else with money). But, smuggle a quarter-million dollars worth of rifles and you're almost a hero.
