U.N. Envoy Advises Gaddafi Against Exulting Over Agent's Release

UNITED NATIONS, Sept. 2 -- As Libyan leader Moammar Gaddafi prepares to make his first trip to the United States since taking power 40 years ago, the U.S. ambassador to the United Nations urged him Wednesday not to gloat over the release of a Libyan secret service agent convicted in the Lockerbie jetliner bombing.

Scottish authorities last month released Abdel Basset Ali al-Megrahi, the only person convicted in connection with the 1988 bombing of Pan Am Flight 103, which killed 270 people, 189 of them Americans. He is dying of cancer, and authorities said they released him for humanitarian reasons. His case has long been a priority for Libyan officials, and Megrahi was greeted by cheering crowds when he arrived in Tripoli, Libya's capital............

Report: Gordon Brown discussed Lockerbie bomber release with Gaddafi

Absolutely disgraceful. The story about oil drilling rights sounds more and more likely by the day regardless of what the never- believable Tony Blair has to say. The entire process makes the legal system look like a joke, but after Iraq, many are already used to that situation.

Downing Street released the text of a cordial letter sent to the Libyan leader on the day that Abdulbaset al-Megrahi was released, asking that the event be kept low key because a "high-profile" ceremony would distress his victims and their families.

But critically the letter also refers to a meeting between the two leaders six weeks earlier at the G8 summit in Italy, adding that "when we met [there] I stressed that, should the Scottish executive decide that Megrahi can return to Libya, this should be a purely private family occasion" rather than a public celebration................

Today, Saif Al-Islam Gaddafi, the son of Libyan Col. Moammar Gaddafi and the regime's point man in dealing with the United States, is scheduled to meet with Secretary of State Condoleezza Rice at the State Department. The visit by Saif, who also heads the Gaddafi Foundation, will be the first trip to Washington by a member of Moammar Gaddafi's immediate family. Sadly, it comes as Libyan democratic dissidents suffer in the dungeons of his father, their plight ignored by the State Department.

After nearly five years of engagement with the United States, Gaddafi rules supreme in Libya and enjoys renewed legitimacy at home and abroad. The United States, which in 2006 removed Libya from its list of state sponsors of terrorism, has failed to push consistently for meaningful reform. Libya has no domestic opposition worthy of the name. There are no domestic constraints to keep Gaddafi from reverting to his old ways. Dissidents continue to disappear, and the death squads organized by Gaddafi's Revolutionary Committees remain a terrorizing force within Libyan society...

ABC Exclusive: Pakistani Bomb Scientist Breaks Silence

Dr. A.Q. Khan Gives His First Interview to an American Journalist Since Being Placed Under House Arrest in 2004

The Pakistani scientist blamed for running a rogue network that sold nuclear secrets to North Korea, Iran and Libya has recanted his confession, telling ABC News the Pakistani government and President Perez Musharraf forced him to be a "scapegoat" for the "national interest."

"I don't stand by that," Dr. A.Q. Khan told ABC News in a 35-minute phone interview from his home in Islamabad, where he has been detained since "confessing" that he ran the nuclear network on his own, without the knowledge of the Pakistani government. The interview will be broadcast Friday on "World News With Charles Gibson."

It was his first interview with an American journalist in a series of telephone interviews he has granted this week, marking the 10th anniversary of Pakistan's first test of a nuclear bomb.

"People were asking a lot of questions, so I said, 'OK. Let me give an answer,'" Khan told ABC News early Friday, Pakistan time.

As to his widely publicized confession, Khan said he was told by Musharraf that it would get the United States "off our backs" and that he was promised he would be quickly pardoned. "Those people who were supposed to know knew it," Khan said about his activities.

If true, it would mean Pakistan lied to the U.S. and the international community about its role in providing nuclear weapons technology to Iran, North Korea and Libya.

A spokesman for the Embassy of Pakistan in Washington, D.C. said today the government there hasn't changed its views on Khan despite the claims he makes in the interview, "The government of Pakistan has adequately investigated allegations of nuclear proliferation and considers the AQK affair closed," said a statement from the embassy to ABC News.

A U.S. official said American investigators were also unconvinced of Khan's latest claims. "We have not changed our assessment that A.Q. Khan was a very major and dangerous proliferator. He sold sensitive nuclear equipment and know-how to some genuinely bad actors," the official said..............

Tomorrow, Libyan Foreign Minister Abdel-Rahman Shalqam is to meet with Secretary of State Condoleezza Rice. Their sit-down at the State Department will come nearly seven months after President Bush declared himself a "dissident president" and promised active support for dissidents around the world. "I asked Secretary Rice," Bush said during a speech in Prague, "to send a directive to every U.S. ambassador in an un-free nation: Seek out and meet with activists for democracy. Seek out those who demand human rights."
Nothing of the sort happened. In fact, in its embrace of Tripoli, the Foreign Service has built a wall of silence around human rights concerns.
More than a year and a half ago the State Department removed Libya from its list of state sponsors of terrorism, confirming Libya's status change from pariah to example. "Libya is an important model to point to as we press for changes in policy by other countries," a department statement declared. Saudis biggest group of al Qaeda Iraq fighters-study

WASHINGTON, Dec 19 (Reuters) - Most al Qaeda fighters in Iraq are from Saudi Arabia and Libya and many are university-aged students, said a study released on Wednesday by researchers at the U.S. Army's West Point military academy.
The study was based on 606 personnel records collected by al Qaeda in Iraq and captured by coalition troops in October. It includes data on fighters who entered Iraq, largely through Syria, between August 2006 and August 2007.
The researchers at West Point's Combating Terrorism Center found that 41 percent of the fighters were Saudi nationals.
Libyan nationals accounted for the second largest group entering Iraq in that time period with about 19 percent of the total, followed by Syrians and Yemenis each at 8 percent, Algerians with 7 percent and Moroccans at 6 percent...........

BAGHDAD — Saudi Arabia and Libya, both considered allies by the United States in its fight against terrorism, were the source of about 60 percent of the foreign fighters who came to Iraq in the past year to serve as suicide bombers or to facilitate other attacks, according to senior American military officials. The data come largely from a trove of documents and computers discovered in September, when American forces raided a tent camp in the desert near Sinjar, close to the Syrian border. The raid’s target was an insurgent cell believed to be responsible for smuggling the vast majority of foreign fighters into Iraq.
The most significant discovery was a collection of biographical sketches that listed hometowns and other details for more than 700 fighters brought into Iraq since August 2006.........

But longtime Libyan President Moammar Gadhafi showed last week that his evolution from strongman to statesman still has a way to go.
On his biggest stage in years — launching new peace talks for Sudan's Darfur region in his home city of Sirte, Libya — Gadhafi delivered a meandering and often insulting monologue, declaring the negotiations a lost cause and assailing Western countries for meddling in African affairs.
"I always say leave these problems to their own people," Gadhafi said. He later added, "I feel this conference of ours should stop at this point."
