West Wing Aides Cited for Contempt
Refusal to Testify Prompts House Action

The House yesterday escalated a constitutional showdown with President Bush, approving the first-ever contempt of Congress citations against West Wing aides and reigniting last year's battle over the scope of executive privilege. On a 223 to 32 vote, the House approved contempt citations against White House Chief of Staff Joshua B. Bolten and former White House counsel Harriet E. Miers over their refusal to cooperate with an investigation into the mass firings of U.S. attorneys and allegations that administration officials sought to politicize the Justice Department.
The vote came after a morning of tense partisan bickering over parliamentary rules, including a GOP call for a vote on a motion to close the chamber that briefly forced lawmakers to leave a memorial service for Rep. Tom Lantos (D-Calif.), who died this week. The conflict was capped later in the day when most House Republicans walked off the floor and refused to cast a final vote. They accused Democrats of forcing a partisan vote on the contempt citations instead of approving a surveillance bill supported by Bush. .........

Karl Rove told George W. Bush before the 2000 election that it was a bad idea to name Richard B. Cheney as his running mate, and Rove later raised objections to the nomination of Harriet E. Miers to the Supreme Court, according to a new book on the Bush presidency.
In "Dead Certain: The Presidency of George Bush," journalist Robert Draper writes that Rove told Bush he should not tap Cheney for the Republican ticket: "Selecting Daddy's top foreign-policy guru ran counter to message. It was worse than a safe pick -- it was needy." But Bush did not care -- he was comfortable with Cheney and "saw no harm in giving his VP unprecedented run of the place."..........
..............In recounting the Miers nomination and other controversies of the Bush presidency, Draper offers an intimate portrait of a White House racked by more internal dissent and infighting than is commonly portrayed and of a president who would, alternately, intensely review speeches line by line or act strangely disengaged from big issues.
Draper, a national correspondent for GQ, first wrote about Bush in 1998, when he was the Texas governor. He received unusual cooperation from the White House in preparing "Dead Certain," which will hit bookstores tomorrow............

The House Judiciary Committee voted yesterday to issue contempt citations for two of President Bush's closest aides, moving nearer to a constitutional confrontation with the White House over access to information about the Justice Department's dismissal of nine U.S. attorneys.
The panel voted 22 to 17, along party lines, to issue citations to Joshua B. Bolten, White House chief of staff, and Harriet E. Miers, former White House counsel. Both refused to comply with committee subpoenas after Bush declared that documents and testimony related to the prosecutor firings are protected by executive privilege..........
