The U.S. military suffered enormous embarrassment when the New York Times reported that a contract to arm the Afghan forces worth nearly $300 million had been awarded to a 22-year-old man, Efraim E. Diveroli, whose vice president was a licensed masseur. It turned out that Diveroli had been supplying the Afghans with defective weaponry and had broken numerous procurement laws. Apparently, the military has not learned their lesson. ABC News reports that they have awarded an $80 million contract to a prominent Saudi financier who has been indicted by the U.S. Justice Department:

The contract to supply jet fuel to American bases in Afghanistan was awarded to the Attock Refinery Ltd, a Pakistani-based refinery owned by Gaith Pharaon. Pharaon is wanted in connection with his alleged role at the failed Bank of Credit and Commerce International (BCCI), and the CenTrust savings and loan scandal, which cost US tax payers $1.7 billion. ........

A lengthy investigation published Thursday reveals that the Pentagon gave an inexperienced 22-year-old a $300 million contract to provide ammunition to Afghanistan. The shady deal resulted in decades old, substandard munitions being delivered to US and Afghan troops fighting on the front lines of the war on terror.
Following publication of a lengthy New York Times article, the House Oversight Committee announced it would investigate AEY Inc., a fledgling company that thrived after 2003 as the US government began handing out billions of dollars to private defense contractors. Chairman Henry Waxman invited company officials as well as representatives of the State and Defense departments to testify at a hearing next month, according to a news release.........

WASHINGTON — The House Committee on Oversight and Government Reform will investigate the award of a federal contract for nearly $300 million to provide ammunition for Afghanistan army and police units, the panel’s chairman said Thursday.
The chairman, Representative Henry A. Waxman, Democrat of California, said the committee would hold a hearing on April 17 to scrutinize the contract awarded to AEY Inc., a company that The New York Times reported had supplied ammunition that was often obsolete or defective.
“The hearing will examine the company’s financial history, past performance, and compliance with U.S. law and government contracting regulations as well as the federal government’s efforts to investigate allegations that AEY may have violated U.S. law and government contracting regulations,” the committee said in a statement.
Efraim E. Diveroli, the 22-year-old president of the Miami-based AEY, will be invited to appear, as will senior Defense Department officials, the committee said...........
