Who knew Bill Kristol had such a flair for satire?How else to read his piece for Outlook on Sunday, in which he declared, "George W. Bush's presidency will probably be a successful one"? Surely Kristol, the No. 1 cheerleader for the Iraq war, was mocking himself (and his neoconservative pals) for having been so mistaken about so much. But just in case his article was meant to be a serious stab at commentary, let's review Kristol's record as a prognosticator.
On Sept. 18, 2002, he declared that a war in Iraq "could have terrifically good effects throughout the Middle East." A day later, he said Saddam Hussein was "past the finish line" in developing nuclear weapons. On Feb. 20, 2003, he said of Saddam: "He's got weapons of mass destruction.... Look, if we free the people of Iraq we will be respected in the Arab world." On March 1, 2003 -- 18 days before the invasion of Iraq -- Kristol dismissed the possibility of sectarian conflict afterward...........

Appeals court upholds probation for 5-foot-1 sex offender

LINCOLN — A three-judge Nebraska Court of Appeals panel Tuesday upheld the 10-year intensive probation sentence of a Sidney, Neb., man for molesting a 13-year-old girl.

In giving Richard Thompson probation rather than prison, District Judge Kristine Cecava had said she feared for Thompson's safety in prison because of his small stature. Thompson, 52, is 5-foot-1 and weighs about 100 pounds.Attorney General Jon Bruning had appealed that sentence as being excessively lenient.Bruning said he planned to ask the Nebraska Supreme Court to review the panel's ruling because he believes sexual assault of a child is a serious offense that warrants jail time."The law does not impose a height requirement for jail," Bruning said.In a 27-page opinion written by Judge Richard Sievers, the appeals court said Cecava's sentence was justified by many factors cited in Thompson's presentence investigation.Those factors included a psychological evaluation and a "Sexual Adjustment Inventory" administered by his probation officer. They indicated that Thompson is not a pedophile and is not likely to reoffend.............

Largest Iraq contract rife with errors

Government auditors discovered something odd last year when they reviewed KBR Inc.'s annual cost estimate to provide support services for U.S. troops in Iraq. The contractor proposed charging $110 million for housing, food, water, laundry and other services on bases that had been shut down.
KBR got a contract extension for $3.7 billion, but it agreed to drop the proposed $110 million spending on closed bases and an additional $50 million of duplicate charges and math errors, according to Defense Department records obtained by USA TODAY under the Freedom of Information Act.
IRAQ: Pentagon approves disputed costs
Linda Theis of the Army Sustainment Command, the agency that oversees KBR's troop-support contract, downplayed the errors. They amount to just 4.3% of the contract amount, she said. "This percentage does not indicate a systemic weakness in business systems."
The errors occurred because KBR developed the proposal under a tight schedule, said company spokeswoman Heather Browne. The contract-review process, she said, worked as intended..............

Vick indicted in dog fighting investigation

Atlanta Falcons quarterback Michael Vick was indicted by a federal grand jury in connection with the dog fighting probe of his property in Virginia, ESPN television reported on Tuesday.
Vick was indicted for conspiracy to travel in interstate commerce in aid of unlawful activities, as well as to sponsor a dog in animal fighting venture, ESPN said.
The indictment reportedly came in US District Court for the Eastern District in Richmond, Virginia, according to the web site.
The report also stated that three others - Purnell Peace, Quanis Phillips and Tony Taylor - also were indicted by the grand jury on the same charges.
Dog fighting is illegal in Virginia and a felony in 48 of America's 50 states, including Virginia..............

Vick faces different kind of pressure now

.............A person who spoke with Vick at length after the indictments were announced said that the quarterback was "devastated" by the news. Whether those feelings were feigned or not, we can't say, because we weren't party to the conversation. But in reading the indictments, it isn't as if Vick's name is simply sprinkled into the federal documents. The pages are actually rife with references to the Atlanta star.
In late May, two federal law enforcement officials told ESPN.com they felt there was sufficient evidence to eventually indict Vick, but were less certain of mounting successful prosecution. There is a reason, however, that the Feds own a conviction rate of better than 95 percent. The government typically doesn't indict unless it knows it can probably convict, and that should be unsettling news for the Falcons and their quarterback.
On July 7, a day after the latest raid on Vick's property, one of those same federal sources told ESPN.com for a column that the quarterback was still part of the investigation. "Just because you've got a lot of links [lying] around doesn't mean you can call in a chain," the source said. "But it also doesn't mean you abandon the notion of seeing if those links might someday become a chain." .............

The White House faced fresh political peril yesterday in the form of a new intelligence assessment that raised sharp questions about the success of its counterterrorism strategy and judgment in making Iraq the focus of that effort.
Since the attacks of Sept. 11, 2001, President Bush has been able to deflect criticism of his counterterrorism policy by repeatedly noting the absence of any new domestic attacks and by citing the continuing threat that terrorists in Iraq pose to U.S. interests.
But this line of defense seemed to unravel a bit yesterday with the release of a new National Intelligence Estimate that concludes that al-Qaeda "has protected or regenerated key elements of its Homeland attack capability" by reestablishing a haven in Pakistan and reconstituting its top leadership. The report also notes that al-Qaeda has been able "to recruit and indoctrinate operatives, including for Homeland attacks," by associating itself with an Iraqi subsidiary............

Baghdad - Around 4 a.m. an IED explosion targeted an Iraqi army patrol in Bub Al Sham area. 5 soldiers were killed and one was injured. - Around 7 a.m. mortar shells landed in Abu Disheer. 2 residents were killed and 6 were injured. - Around 10 a.m. a parked car bomb detonated in Al Arasat area. 1 civilian was killed and 3 were injured. - Around 11 a.m. a mortar shell landed in the vicinity of Babil hotel. 2 civilians were injured. - Around 4 p.m. a suicide car bomb targeted national Iraqi police in Al Harthiyah. 2 killed (one of the two was civilian) and 12 were injured (8 of them were civilians). - A kidnapped man was released by his abductors. The man drove back to his family in New Baghdad, district 702. As soon as he entered the house the car exploded killing 2 and injuring 5 of the family. The man was killed. - A mortar shell targeted Al Sadr police station. One vehicle was damaged. - An American helicopter killed on man in Sheikh Omar area today, Iraqi police said. - Iraqi police found 25 dead bodies throughout the capital. 2 in Shuala, 3 in Saidiyah, 1 in Ealam, 1 in Qadisiyah, 2 in Shurta Rabiaa, 6 in Amil, 4 in Doura, 3 in Bayaa, 1 in Jisr Diyala, 1 in Sleikh, 1 in Sadr. Kirkuk - Series of bombings in the oil-rich northern city of Kirkuk killed 70 and injured 160, Kirkuk hospital official said today. The four bombings in different areas of the city took place around midday. A suicide truck bomb targeted the head quarter of the Patriotic Union of Kurdistan (PUK) causing severe damages to the building and the surrounding building that most of it follow the party. The second explosion was a parked car bomb in the busy bus station in the city and the market. The third explosion was a suicide car bomb targeted Iraqi police patrol killing one police officer and injuring 4 other policemen. The fourth explosion was a controlled explosion when the troops suspected a parked car to be a car bomb, causing no human casualties. - An IED explosion targeted a police patrol in Al Hawija west of Kirkuk yesterday night. A Congressional Democrat has been reined in for calling President George W. Bush a 'liar' during a Thursday hearing of the House Judiciary Committee, according to the Monday edition of the newspaper Roll Call.
"Rep. Mel Watt (D-N.C.) offered a lengthy criticism of Bush’s record toward the end of Thursday’s hearing, which included a statement that Bush lied about the reasons for going to war with Iraq in 2003," writes Susan Davis. "Rep. Chris Cannon (R-Utah) offered an objection on the grounds that Watt’s words were 'unparliamentary' and violated House rules on debate and decorum that forbid personal attacks on Members, the president or vice president."
The exchange occurred just before the end of the hearing that expected to receive testimony from former White House Counsel Harriet Miers, who failed to appear. She cited the White House's exercise of 'executive privilege.'
Davis notes that a problem then occurred.........

That was the conclusion reached in recent "war games" exercises conducted for the U.S. military by retired Marine Col. Gary Anderson. "I honestly don't think it will be apocalyptic," said Anderson, who has served in Iraq and now works for a major defense contractor. But "it will be ugly."............

As they approached the suspected homes of the militia leaders they were hunting, their cover of darkness disappeared, fluorescent bulbs on the houses and street lights casting a glow on their vehicles. At 3 in the morning in a city notoriously hard up for power, these blocks were strangely bright.............

.............West Rashid confounds the prevailing narrative from top U.S. military officials that the Sunni insurgent group al-Qaeda in Iraq is the city's most formidable and disruptive force. Bush plans to veto expansion of health program for children

WASHINGTON — The White House said Saturday that President Bush would veto a bipartisan plan to expand the Children's Health Insurance Program, drafted over the last six months by senior members of the Senate Finance Committee.
That puts Bush at odds with the Democratic majority in Congress, with a substantial number of Republican lawmakers and with many governors of both parties, who want to expand the popular program to cover some of the nation's 8 million uninsured children.
Tony Fratto, a White House spokesman, said: "The president's senior advisers will certainly recommend a veto of this proposal. And there is no question that the president would veto it."
The program, which insured 7.4 million people at some time in the last year, is set to expire Sept. 30.
The Finance Committee is expected to approve the Senate plan next week, sending it to the full Senate for action later this month.
Sen. Max Baucus, the Montana Democrat who is chairman of the committee, said he would move ahead despite the veto threat.
"The Senate will not be deterred from helping more kids in need," Baucus said. "The president should stop playing politics and start working with Congress to help kids, through renewal of this program.....................

BAGHDAD — Although Bush administration officials have frequently lashed out at Syria and Iran, accusing it of helping insurgents and militias here, the largest number of foreign fighters and suicide bombers in Iraq come from a third neighbor, Saudi Arabia, according to a senior U.S. military officer and Iraqi lawmakers.About 45% of all foreign militants targeting U.S. troops and Iraqi civilians and security forces are from Saudi Arabia; 15% are from Syria and Lebanon; and 10% are from North Africa, according to official U.S. military figures made available to The Times by the senior officer. Nearly half of the 135 foreigners in U.S. detention facilities in Iraq are Saudis, he said.Fighters from Saudi Arabia are thought to have carried out more suicide bombings than those of any other nationality, said the senior U.S. officer, who spoke on condition of anonymity because of the subject's sensitivity. It is apparently the first time a U.S. official has given such a breakdown on the role played by Saudi nationals in Iraq's Sunni Arab insurgency.He said 50% of all Saudi fighters in Iraq come here as suicide bombers. In the last six months, such bombings have killed or injured 4,000 Iraqis...........
